About the Position: Payroll Administrator

The Payroll Administrator plays a crucial role in ensuring accurate and timely processing of payroll for the organization. Reporting to the Payroll Manager, this position is primarily responsible for data entry, payroll processing, and generating various payroll reports. The Payroll Administrator collects and reviews employee timecards, prepares detailed labor reports, and ensures compliance with payroll regulations and contract requirements.

General Responsibilities:

  • Process weekly and semi-monthly payroll accurately and in a timely manner.
  • Collect, review, and ensure the accuracy and completeness of employee timecards, expediting the approval process.
  • Track and deduct all garnishments and other special payroll deductions and verify reimbursement of employee expenditures.
  • Prepare and distribute detailed labor reports, including overtime, paid and unpaid leave, and retirement contribution reports.
  • Process certified payroll reporting and provide any other job-related payroll reports necessary for contract compliance.
  • Prepare monthly union reports in accordance with union agreements and regulations.
  • Assist with the maintenance and updating of employee payroll records, including changes in salary, deductions, and withholding allowances.
  • Collaborate with Human Resources and Accounting departments to ensure accurate employee data and financial reporting.
  • Stay updated on changes in payroll laws and regulations, ensuring compliance with federal, state, and local requirements.
  • Assist with payroll-related inquiries from employees, managers, and external stakeholders, providing timely and accurate information.
  • Assist with employee on-boarding and off-boarding as requested.
  • Maintain confidentiality and security of payroll information, adhering to privacy laws and company policies.

Job Scope

The Payroll Administrator operates under the guidance and supervision of the Payroll Manager, focusing on data entry, payroll processing, and report generation. This role involves collecting and reviewing employee timecards, processing payroll accurately and in a timely manner, and ensuring compliance with payroll laws and regulations. The Payroll Administrator collaborates with HR and Accounting departments to maintain accurate employee data and financial reporting and serves as a point of contact for payroll-related inquiries.

Specific Job Skills

  • Proficiency in payroll processing software, such as Foundation, NOVAtime, or similar systems.
  • Strong attention to detail and accuracy in data entry and payroll processing.
  • Knowledge of payroll laws, regulations, and compliance requirements.
  • Excellent organizational and time management skills, with the ability to prioritize tasks and meet deadlines.
  • Effective communication skills, both verbal and written, to interact with employees and external stakeholders.
  • Ability to work independently and collaboratively within a team environment.
  • Problem-solving and decision-making abilities to resolve payroll-related issues and discrepancies.
  • Commitment to upholding ethical standards and confidentiality in handling sensitive payroll information and employee matters.

Experience Requirements

  • High school diploma or equivalent required. Associate’s degree in Accounting, Finance, or related field preferred.
  • Minimum of 3 years of work experience in payroll administration, preferably in a unionized construction industry environment.
  • Experience with payroll processing software and systems, including proficiency in data entry and reporting.
  • Familiarity with federal, state, and local payroll regulations, tax laws, and compliance requirements, particularly those relevant to the construction industry.
  • Prior experience in processing certified payroll reporting and familiarity with prevailing wage.
  • Proven ability to work effectively in a team environment and collaborate with internal and external stakeholders to achieve objectives.

This position generally requires working 8-10 hours a day, Monday through Friday. This position requires the employee to work in the company’s main office, subject to inside environmental conditions providing protection from weather conditions but not necessarily from temperature changes.
